According to authorities, one of the incidents occurred on December 22 at Torresdale Avenue in East Frankford, where officers discovered a driver with gunshot wounds. David Garcia-Morales, 20, was subsequently transported to Temple University Hospital and passed away four days later due to his injuries.
Surveillance footage identified Williams as the owner of N.K.W Towing & Recovery LLC, which shares ties with both victims who worked for the Jenkintown-based towing company, 448 Towing and Recovery. The connection between Williams and the victim's work is believed to be significant in the ongoing investigation.
Police revealed that they are exploring possible connections between the two incidents, although it remains unclear if Williams' involvement extends beyond these events. Commander Ernest Ransom stated that "we believe there's some kind of connection" but declined to comment on whether this was related to a November fatal shooting of another tow truck driver.
