Reggie Davis, a community liaison on Waters' staff, was fired following an investigation by the Detroit Office of Inspector General (OIG) into his interactions with the vendor behind the Ombudsman's Office case-tracking system. The investigation revealed that Davis posed as part of the incoming team during phone calls and video meetings, claiming to be part of a City Council employee delegation preparing to take over the department.
However, sources close to the matter say that the real purpose of these interactions was for Reggie Davis to prepare for his potential role as the Ombudsman. He even went so far as to introduce convicted sex offender Charles Pugh, who served more than five years in prison on child sex-crime convictions, as his "chief of staff."
